Nicander secured a 5 year contract until June 2019 for the supply, installation and support of a new Asset and Fault Management System (AFMS) to manage the ITS assets on Ireland’s national road network. This contract is being delivered through Dynniq, who have secured the main contract for the maintenance of all ITS equipment on TII’s network.

Nicander built on the Dublin City Council Fault Management System, by adding a number of additional asset management and fault monitoring functions to the product so that it very much becomes a fully integrated Asset and Fault Management System – AFMS.

All of TII’s assets are managed through the system to provide a common management view across all of TII’s 3,000 assets. Asset types include CCTV and ANPR cameras, VMS, dynamic warning signs, traffic monitoring units, emergency telephones and all communications equipment and their main traffic management system.

Briefly, the AFMS is an Internet-based solution that integrates the management of all ITS assets across the authority’s network delivering smartphone and tablet connectivity for roadside engineers to securely manage all equipment faults, inspections and maintenance tasks. The AFMS provides a comprehensive central management and reporting function for both client and contractor organisations that are linked to Key Performance Indicators so that all activities are geared to common goals. Full regular and ad hoc reports are delivered at the click of the mouse and a ‘dashboard’ provides a real-time operational management overview of the performance of equipment and organisations.

The virtualised application runs in a private VMware cloud infrastructure to improve reliability and reduce operating costs.


This Internet and Smart Phone based solution is used to manage the fault lifecycle of all ITS equipment in Ireland and ITS field staff have access to the system directly from their smart phones. Here are some of the benefits the system brings:

Fault Monitoring

The system monitors the operation of all ITS assets, including all hardware, software, power and communications such that any fault in the operation of the asset is automatically identified, collected and logged. This continual monitoring and diagnosis of faults is done via standard interfaces to the control systems and an SNMP based network monitoring system.

Fault Management

The system is used to manage the fault life cycle of all the ITS equipment on the TII network to optimise equipment availability. The process from identification of the fault to the repair of the fault is fully co-ordinated, tracked and recorded by the Fault Management System. Management services are delivered through internet based connectivity including mobile applications to facilitate service delivery to TII and aid its traffic equipment maintenance in a real-time field based environment. The AFMS uses the power of Microsoft SQL reporting services delivering effective facilities to create and provide the multitude of reports required to support effective client and contractor management requirements.

Asset Management Information

The web interface provides an effective interface for all supervisors and managers to readily access the information they require on the status of their assets on site, in storage and for repair. The system provides a full inventory of all assets to effectively manage and track them. A comprehensive record is kept on the performance of each asset and repair activity. The system provides a detailed planning function to effectively programme all maintenance and works activities and facilities for recording all activities undertaken and results gained. The ability to track and manage work requests, labour, planning and scheduling allows more efficient use of resources. The system provides comprehensive tools to analyse and report on performance, usage and costs associated with all assets. The system uses standard smartphone and tablet functionality to easily integrate GPS location and photographic evidence. The system stores data in an open format that is easily exportable to other systems.
